Sheff Wed Confronts a 'Significant Problem', Declares New Football Authority

'We will play a key role in football's future' - football oversight chief David Kogan

The team's ongoing struggles are seen as a "significant problem" and the football regulator is seeking powers to investigate clubs in such situations, the recently named head the regulator has stated.

Through a comprehensive talk, Kogan, who was recently selected, showed understanding towards Wednesday's fanbase.

The chairman convened with four fan organizations representing the football team this week.

The Championship side have been experiencing difficulties in multiple areas in 2025, with the club failing to pay players on time on several different times, including in last month.

"Obviously the club has become a serious issue for football authorities and a substantial concern for English football," the regulator explained.

"Sheffield Wednesday is one of the historic institutions for the English game and recently we have met supporters' organizations.

"Our aim is to acquire the ability... which will allow us to have Sheffield Wednesday - and other clubs referred to us if they warrant scrutiny and addressed."

Economic Challenges and Proprietorship Status

The club's controversial proprietor the current owner indicated in the summer he would be willing to sell up at Hillsborough, but he has not been able to secure a deal with potential new owners.

Delayed salary payments on time in earlier this year led to sanctions by the English Football League (EFL) in mid-year, blocking the team from conducting any transfers or loans for the next three transfer windows, although that restriction was lifted in late summer.

Regulator's Perspective

Kogan said: "The position was created for the supporters of Wednesday, other clubs in similar situations where supporters are loyal to a community organization that has been part of their lives in numerous instances.

"I completely understand the team's plight, as I do for each organization that since 1992 have gone to the wall, or been close to going to the wall, for causes separate from the supporters."

When asked if the oversight body could require an owner to sell a club if they are considered unfit, the chairman responded: "Should the inquiry concern 'would we intervene in the final instance?', the answer is once we assemble the facts and know what's going on, we will."

But Kogan stressed that requiring chairmen to relinquish clubs would be viewed as the ultimate measure and the oversight body would choose to work with them.

"Our least desirable course of action is start getting involved with an individual club, an particular chairman, without being able to work with that chairman to fix the challenges confronting the team and the chairman's encountering," the regulator explained.

"In actuality, when you review the record of the game, over the last 20 or 30 years there have been some owners, a small minority, but particular people who have shown negligence in the manner they have operated their teams and eventually decline to assume obligation for the future."

'If we get it wrong, extraordinary progress vanishes'

The chairman convened with delegates from multiple organizations to lay out the remit of the regulator on Wednesday and maintained it represented a "progressive gathering" with a "high level of engagement" from the National League to the Premier League.

"The role holds considerable importance, because should mistakes occur, if the world of football gets it wrong, the remarkable development accomplished might evaporate swiftly," the chairman stated.

"And that's what nobody wants in the context of the English game is a huge success story - we need to continue the progress.

"Substantial financial resources coming into football and has been channeled for the last 20 or 25 years, because there's no guarantee it will persist in entering the game, which is one of the reasons why I think we have to adopt a precise perspective on potential dangers and naturally, of the coming seasons."

Elite Division Worries

The Premier League opposed the establishment of an oversight body because of fears of a negative impact on the elite division's competitive balance, but the regulator stated: "I'm absolutely committed to the success and growth as an economic entity of the elite league.

"I of all people understand the apprehension regarding damaging the Premier League as a premium product of this country. But simultaneously, if you talk to the Premier League after this week's discussion, they would have had a substantial amount of confidence -and, indeed, they have been informing us confidentially they have a high level of reassurance."

Ideological Links

Kogan is still facing a "comprehensive investigation" by the official appointments authority after he disclosed making donations to the opposition group in 2020.

The official donated money to government minister Lisa Nandy's leadership campaign, along with that of the now Prime Minister Sir Keir Starmer.

"I have been entirely transparent regarding my previous political affiliation [with Labour], and that ideological connection terminated the day the parliamentary committee confirmed my selection," Kogan said.

"I am presently disconnected from any type of partisan engagement."
